Stéphane joined Wileo in March 2020, bringing with him over 26 years’ experience in rail environments (Conventional rail, HSR, Tram-train, freight) with diverse technical requirements in Europe, the Middle East, China, South Africa, Russia, the USA and Australia. Stéphane previously worked in Perth as Engineering Manager and Senior Project Manager for different clients including the Public Transport Authority.

Stéphane’s dynamic character and willingness to gain experience in all aspects of rail engineering and as a project manager, coupled with his ability to adapt to new working environments and differences in business culture, have endowed him with a vast base of working knowledge in many different spheres – Maintenance, Engineering, Project Management for direct construction, program/construction management, as Technical Client’s Representative and on behalf of the owner.

Stephane has a Master’s Degree in Civil Engineering, is French and fluent in English. He is still a member of SNCF and part of the French National Railway Permanent Way institution.

Work Experiences

  • Senior PM

    Calibre Global – Engineering Manager

    March 2013 - May 2015

    • Roy Hill Project (50 staff): Managing the development of Detailed
    Design (Civil works for Signalling: foundations, mast, conduits,
    trenching, etc…), managing engineering design, project controls,
    document control, risk, quality, independent verification and
    certification. Manage a team of Engineers, Designers and
    Draftspersons.

    • PTA Perth (10 people): Managing the development of Project
    Definition Plans, defining the scope, cost, risk, procurement and quality
    requirements as well as establishing project controls methodology for
    effective delivery. Close liaison with different stakeholders (technical
    rail disciplines: track, structures, signalling, telecommunications, Main
    Roads Western Australia; …) to ensure scope changes resulting from
    the feasibility analysis are captured and incorporated.

    • Simandou Heavy Haul Rail Project (40 tal), Rio Tinto: ECI phase (Early
    Contract Involvement), design review and constructability review of
    this 670km project in Guinea (West Africa). As an Engineering
    Manager, control, develop, manage and coordinate the provision of
    engineering services to the Client (Samsung), so that results are
    achieved on time, on budget and to Rio Tinto standards of quality.
    Plan, allocate and coordinate engineering resources; liaise with Project
    Manager, Client and project team. Engineering services include:
    earthworks, track, roads, infrastructure (electrical, mechanical…),
    signalling, telecommunications, tunnels…Approve all drawings,
    specifications, and Scope of works. Work closely with Interface
    Manager.

    • Ore Car Repair Shop Project (Heavy Haul Rail Project, 40tal) :
    Engineering manager (50 people).Under an EPCM contract, detailed
    design of an Ore Car Repair Shop facility, including the Repair Shop
    itself and all tracks and infrastructure to service this Repair Shop
    (including crossovers connecting to the mainline and track and
    turnouts to provide access to the Repair Shop. A total of 14km of new
    track for phase 1. Phase 2 will develop the complete marshalling yard.
    As an Engineering Manager, control, develop, manage and coordinate
    the provision of engineering services to the Client, so that results are
    achieved on time, on budget and to BHP Billiton standards of quality.
    Plan, allocate and coordinate engineering resources; liaise with project
    teams and with Client. Engineering services include: earthworks, track,
    roads, infrastructure (electrical, mechanical…), signalling, and
    telecommunications…Approves all drawings, specifications, Scope of
    works… Work closely with Interface Manager.

  • Senior PM

    SNCF, Project Management and Engineering Department

    April 2015 - March 2017

    • Grand Paris Express (30 staff) :
    Managing the development of Preliminary Design (Civil and Railway)
    for underground works: future interconnexion between existing and
    future stations (2 different Client: RFF, Reseau Ferre de France, and
    SGP, Societe du Grand Paris. Managing interfaces (technical,
    planning…) with other projects and/or other stakeholders.
    Technical expert for civil engineering, project management,
    environmental engineering, rail system, control centre, signalling,
    passenger information, telecommunications, railway track and layout.

  • Senior PM, Maintenance Expert

    Systra, Engineering Department

    March 2017 - February 2019

    • Via-Rail, Canada: Analysing and comparing different sets of standards,
    such as FRA, AREMA, UIC leaflets and SNCF High-Speed standards.
    Proposing the best solution to Via Rail for final approbation by
    Transport Canada.

    • Ethiad Railway, Abu Dhabi: In charge of managing a 10 months
    preliminary Design involving freight traffic studies, passengers traffic
    studies, track design, stations design, systems design, civil engineering
    design (bridges, culverts, buildings, etc…), Managing multi-disciplines
    and multi-cultural staff remotely.

    • KL-SG HSR Joint Project Team : LCC study for a speed of 320km/h.

    • SETRAG, Gabon : During this safety audit, several site visits have been
    done, including: 2 level crossings; pedestrian track inspection (5km)
    with a track gang member; renewal works of turnouts. Safety audit
    report and presentation to Client, including improving suggestions.

    • In charge of managing track assets, in close coordination with
    Engineering Department, Operation and Maintenance Department,

    • PM in charge of High Speed 1 Renewal Project (First High Speed Track
    Renewal on the French Network), starting with “strategic studies” (=
    Feasibility studies) .Project due to start in 2028/2034, ~1.1 B€.
